Tender Process: International Short-term Expert in Landscape Architecture

For our Governance and Economic Development Department we are looking for a International short-term Expert in Landscape Architecture (m/f/d) for a Project in Strengthening Decentralisation in Medium Sized Municipalities in Zambia (Tender Process), in the Southern-Province.

Expertise Required:

  •  International landscape architecture / public realm design for urban infrastructure programmes
  • Climate-resilient urban design and nature-based solutions (stormwater management, heat mitigation, green/blue infrastructure)
  • Inclusive and gender-responsive public space design (safety, accessibility, user needs)
  • Strong experience integrating landscape with civil engineering (roads/paths, drainage, structures, lighting, utilities)
  • Familiarity with donor-funded infrastructure delivery (preferred: development cooperation / KfW-type projects)

Relevant Areas of Expertise:

  •  Public realm and landscape design for markets, bus stations, public spaces, streetscapes and green areas
  • Integration of drainage and climate-resilience measures into layouts and detailed designs
  • Development of design standards / typical details (e.g., paving, edges, ramps, planting, shade structures, street furniture)
  • Inputs to O&M: maintenance concepts, practical guidance, capacity building needs for municipalities
  • Quality assurance of landscape components during design, procurement, construction and defects liability

Expected Responsibilities:

  •  Provide technical leadership for landscape/public realm aspects across multiple sites/municipalities
  • Review and improve concept and detailed designs, ensuring buildability, safety, inclusiveness and climate resilience
  • Support preparation/review of tender documents (technical specifications, BoQ inputs, evaluation support/clarifications as needed)
  • Carry out site visits and support construction supervision: quality inspections, snag lists, acceptance/handover support
  • Mentor/coach national counterparts and contribute to capacity building (on-the-job training, guidance notes)
  • Contribute to donor-quality reporting for landscape components (progress, issues, risks, corrective actions)

Project period:
54 months, start date to be confirmed.

Qualifications and Skills:

  • Degree in Landscape Architecture (required; Architecture/Urban Design only if strong landscape/public realm portfolio is demonstrated)
  • Minimum 3 years of international experience in landscape/public realm design and supervision for infrastructure projects
  • Demonstrated experience in donor-funded / development cooperation assignments (asset), ideally with KfW/IFIs and structured reporting/QA expectations
  • Strong understanding of stormwater management, erosion control, materials, planting strategies for low-maintenance urban environments
  • Proven ability to produce/review technical drawings, specifications, and standard details
  • Solid knowledge of O&M and municipal maintenance realities; ability to translate designs into maintainable solutions
  • Excellent English (written and spoken); ability to work in multicultural teams and with public institutions
  • Willingness to travel to project sites as required; strong coordination and communication skills
