Tender Process: National Short-term Civil Engineer

For our Governance and Economic Development Department we are looking for a National short-term Expert in Civil Engineering (m/f/d) for a Project in Strengthening Decentralisation in Medium Sized Municipalities in Zambia (Tender Process), in the Southern-Province.

Expertise Required:

  • Civil engineering for municipal infrastructure (roads, drainage/stormwater, markets and public facilities, public spaces)
  • Design review and site-based delivery support: planning, tendering inputs, construction supervision
  • Quality assurance (materials/workmanship), measurement verification, and certification support
  • Coordination with multi-disciplinary teams (structures, electrical, architecture) and municipal stakeholders
  • Understanding of O&M (Operations & Maintenance) requirements for sustainable infrastructure

Relevant Areas of Expertise:

  • Rehabilitation/upgrading of urban roads and access roads, incl. walkways and traffic/safety features (as applicable)
  • Drainage and climate-resilient stormwater solutions (channels, culverts, erosion control, outfalls)
  • Civil works for markets and public facilities (platforms, external works, utilities interfaces)
  • Construction planning, method statements, and monitoring of progress against schedules
  • Practical O&M inputs: maintainable designs, maintenance needs, handover requirements

Expected Responsibilities:

  •  Support preparation and/or review of civil designs (drawings, technical specs, quantities/BoQ inputs)
  • Coordinate design interfaces with other disciplines and ensure constructability
  • Contribute to tender documents and respond to technical clarifications during procurement
  • Provide construction supervision support: site inspections, quality checks, measurement verification, snag lists
  • Support preparation/verification of Interim Payment Certificates (IPCs) and progress documentation (as assigned)
  • Monitor contractor compliance with contract requirements (quality, time, safety, environmental/social measures as applicable)
  • Support handover and defects liability follow-up, including as-built documentation and O&M inputs/training needs

Project period:
54 months, start date to be confirmed.

Qualifications and Skills:

  • Degree/Diploma in Civil Engineering (or equivalent)
  • Minimum 5 years of relevant experience in civil works design and/or construction supervision (urban roads/drainage/public facilities preferred)
  • Experience in municipal/Local Authority settings and stakeholder coordination is an asset
  • Experience in development cooperation / donor-funded projects (asset; familiarity with structured documentation and transparency requirements desirable)
  • Strong skills in AutoCAD and MS Office; ability to produce clear technical notes and site records
  • Good understanding of QA/QC, measurement practices, and basic contract administration interfaces
  • Strong English communication; ability to work effectively with contractors and public counterparts
  • Willingness to travel to multiple sites and work hands-on in the field
