Tender Process: National Short-term Electrical Engineer

For our Governance and Economic Development Department we are looking for a National short-term Expert in Electrical Engineering (m/f/d) for a Project in Strengthening Decentralisation in Medium Sized Municipalities in Zambia (Tender Process), in the Southern-Province.

Expertise Required:

  • Electrical engineering for public infrastructure (market facilities, public lighting, municipal buildings, utility connections)
  • Solar PV and hybrid solutions (where applicable), incl. basic system sizing and integration for public facilities
  • Electrical safety, testing and commissioning, and compliance with applicable standards and regulations
  • Preparation/review of electrical designs and specifications; support to procurement and construction supervision
  • Coordination with civil works and other disciplines (interfaces, routing, trenching, earthing, lightning protection)

Relevant Areas of Expertise:

  • Electrical components of infrastructure measures: street lighting (incl. solar streetlights), internal/external building electrics, small power, earthing, lightning protection
  • Integration of electrical scope into overall design packages and tender documents (BoQ inputs, specs, drawings)
  • Quality assurance during installation and commissioning (inspection, test records, punch lists)
  • Contributions to O&M: operation manuals, maintenance schedules, spare parts, municipal capacity/training needs
  • Energy efficiency and practical, maintainable solutions suitable for municipal operation

Expected Responsibilities:

  • Prepare and/or review electrical designs (single-line diagrams, layouts, load estimates, cable schedules, specifications)
  • Coordinate with the multi-disciplinary team on design interfaces (civil/architectural layouts, drainage, structures, PV mounting, trenches/ducts)
  • Contribute to tender documents for electrical works and supplies (technical specs, BoQ inputs, compliance requirements)
  • Provide site supervision support: inspections of workmanship and materials, verification of installations against drawings/specs
  • Support testing & commissioning: inspection checklists, witnessing tests, resolving defects, final acceptance support
  • Provide inputs to O&M and handover (as-built documentation requirements, maintenance guidance, basic training)
  • Support technical reporting on progress/issues/risks related to electrical scope

Project period:
54 months, start date to be confirmed.

Qualifications and Skills:

  • Degree/Diploma in Electrical Engineering (or equivalent)
  • Minimum 5 years of relevant professional experience in electrical design and/or supervision for public infrastructure projects
  • Experience with street lighting and/or solar PV systems is a strong asset
  • Familiarity with donor-funded / development cooperation projects and documentation standards (asset)
  • Ability to produce and review technical drawings and documents; proficiency in AutoCAD (and MS Office)
  • Strong understanding of electrical safety, earthing, lightning protection, and commissioning practices
  • Good English communication (written and spoken); ability to work with municipalities/contractors on practical solutions
  • Willingness to travel to project sites as required; proactive problem-solving and teamwork
