Tender Process: National Short-term Expert in Landscape Architecture
For our Governance and Economic Development Department we are looking for a National short-term Expert in Landscape Architecture (m/f/d) for a Project in Strengthening Decentralisation in Medium Sized Municipalities in Zambia (Tender Process), in the Southern-Province.
Expertise Required:
- Landscape architecture / public realm design for urban public infrastructure (public spaces, markets, bus stations, streetscapes)
- Climate-resilient and nature-based solutions (stormwater management, infiltration, shading, heat reduction)
- Gender-responsive and inclusive design (safety, accessibility, universal design principles)
- Strong coordination with civil works interfaces (drainage, paved surfaces, lighting, erosion control)
- Experience in construction supervision and quality assurance for landscape works
Relevant Areas of Expertise:
- Concept and detailed design for public spaces and green areas in medium-sized municipalities
- Integration of drainage/stormwater solutions into landscape/public realm layouts (incl. erosion control)
- Design of safe and user-friendly outdoor areas (pedestrian flows, lighting concept inputs, visibility/wayfinding)
- Selection of site-appropriate, low-maintenance planting and materials; basic irrigation considerations where needed
- O&M (Operations & Maintenance) inputs: maintenance plans, roles/responsibilities, cost assumptions, training needs
Expected Responsibilities:
- Prepare and/or review landscape/public realm designs (concept to detail; drawings/layouts; technical specifications)
- Coordinate with civil/structural engineers, architects, and municipal councils on design interfaces (levels, drainage, surfacing, lighting)
- Contribute to tender documents (technical specs, scope descriptions, BoQ inputs for landscape items)
- Support construction supervision for landscape components: site inspections, quality checks, snag lists, acceptance support, defects liability follow-up
- Support stakeholder consultations (incl. women and vulnerable groups) and document design decisions accordingly
- Provide inputs to implementation reporting (short progress notes, photo documentation, compliance notes as required)
Project period:
54 months, start date to be confirmed.
Qualifications and Skills:
- Degree in Landscape Architecture (preferred) or Architecture / Urban Design / Civil Engineering with demonstrated public realm/landscape design experience
- Minimum 5 years of relevant professional experience in landscape/public space design and/or supervision (please specify in application)
- Proven track record in design development (concept to detailed design), incl. production/review of drawings, technical specifications, and BoQ inputs
- Experience in construction supervision of landscape/public realm works (materials, planting, surfacing, drainage interfaces), incl. snagging and handover support
- Experience in development cooperation and/or working with international donors (e.g., KfW, AfDB, World Bank, EU) is an asset; familiarity with procurement/tendering processes and documentation standards is desirable
- Practical understanding of O&M (Operations & Maintenance): ability to develop or contribute to maintenance concepts, schedules, and basic cost assumptions for municipalities
- Solid knowledge of climate resilience and nature-based solutions (stormwater, shading, heat mitigation, erosion control) and how to integrate them into infrastructure projects
- Strong stakeholder management skills, including consultation with municipal staff and community representatives; sensitivity to gender and social inclusion
- Software skills: AutoCAD (required); GIS (QGIS/ArcGIS) and 3D tools (SketchUp/Revit or similar) are an advantage
- Excellent English (spoken and written); local language skills are an asset
- Ability to work independently, deliver to deadlines, and operate in a multi-disciplinary team across multiple municipalities/sites
