Tender Process: National Short-term Procurement Expert

For our Governance and Economic Development Department we are looking for a National short-term Procurement Expert (m/f/d) for a Project in Strengthening Decentralisation in Medium Sized Municipalities in Zambia (Tender Process), in the Southern-Province.

Expertise Required:

  • Public procurement for consulting services, works and goods in infrastructure programmes
  • Solid knowledge of national procurement rules and their application in municipal settings
  • Experience with donor-funded procurement (development cooperation) – ideally KfW/IFIs and “no-objection” style processes
  • Contracting and procurement documentation: bidding documents, evaluation reports, contract award support
  • Strong integrity, compliance, and documentation skills

Relevant Areas of Expertise:

  • Procurement planning and packaging for municipal infrastructure measures (works/supplies/services)
  • Preparation and quality assurance of tender documents (technical + commercial sections coordination, eligibility, forms)
  • Bid/proposal opening and evaluation processes (administrative compliance, technical responsiveness, arithmetic checks)
  • Support to contract negotiations and award; establishment of contract management basics
  • Record keeping and audit-ready filing; support to procurement-related reporting

Expected Responsibilities:

  • Procurement planning and packaging for municipal infrastructure measures (works/supplies/services)

  • Bid/proposal opening and evaluation processes (administrative compliance, technical responsiveness, arithmetic checks)
  • Support to contract negotiations and award; establishment of contract management basics
  • Record keeping and audit-ready filing; support to procurement-related reporting

Project period:
54 months, start date to be confirmed.

Qualifications and Skills:

  • Degree in Procurement, Engineering, Law, Business Administration or related field
  • Minimum 5 years of procurement experience, preferably including infrastructure works and goods
  • Demonstrated experience in development cooperation / donor-funded procurement (asset; ideally KfW/IFIs)
  • Strong ability to draft and quality-check procurement documents in English
  • Experience with evaluation methodologies and producing clear, defensible evaluation reports
  • Excellent organisation and document control skills (audit trail, filing, minutes, registers)
  • High ethical standards; ability to manage sensitive processes with confidentiality and neutrality
  • Strong stakeholder coordination skills (municipalities, ministries, bidders/contractors, donor representatives)
