FADeC V: Better basic services and stronger local governance in Benin

Across all 77 communes in Benin, FADeC V aims to expand equitable access to sustainable basic services and strengthen good local governance, particularly for rural and disadvantaged communities.

Despite improvements in municipal services, rural communities still lack adequate access to public services. They also have limited opportunities to participate in local decision-making.

The Financial Cooperation (FC) measure operates through the national financial transfer mechanism Fonds d’Appui au Développement des Communes (FADeC) and follows good governance principles. It builds on lessons from phases I to IV. The programme is aligned with the transfer of political, administrative and fiscal responsibilities to local authorities, enabling them to provide services based on local needs, particularly for the poorest communities.

Component I provides direct co-financing through FADeC for municipal investments using unallocated funds. Dorsch Impact oversees Component II, “Accompanying the investments”. This component develops the FADeC system and strengthens municipal project management. The project also supports Benin’s COVID-19 strategy.
